Once you’re done with the last step, you’ll need to make your first Nightborne character in the game. This is because you won’t get the Shal’dorei Tabard until your first Nightborne character is made.
Also, if you can get a Nightborne to level 50 without using a character boost, you’ll get the Heritage of the Nightborne achievement, which grants you a set of Heritage Armor that you can use to alter the appearance of your character.
